Details And Timeline Of Proposed Shady Grove Annexation And Project

RE: Vision Companies Development
Dear Honorable Council,
I wanted to provide an update related to the Shady Grove property. I have reached out
to Vision Companies and gathered additional information. Below is a reminder on the
process of such projects along with a variety of information that I believe will be helpful
as we continue to discuss this project.
- Annexation: The annexation was initiated by the property owner on February
17, 2026, with an anticipated completion date of August 2026.
- Initial Zoning: The property owner has requested M-2 (Multi-Family) zoning.
Both the City Planning Commission and the Planning and Zoning Committee
have recommended approval to City Council, with the first reading scheduled for
May 5, 2026. Assigning zoning concurrent with annexation is a critical step to
ensure the property is not incorporated into the City without an established
zoning classification.
- Site Plan Review: The applicant will be required to submit a detailed site plan,
including full construction drawings, for review and approval by the City Planning
Commission. These materials will include, but are not limited to, building design
and architectural details, drainage calculations, traffic impact analysis, lighting,
landscaping, buffering, grading, and utility plans. At this time, a site plan has not
been submitted; however, staff anticipates submission in the near future. Site
plan approval is an administrative function of the Planning Commission and does
not require City Council action.
- Community Reinvestment Area (CRA): The site is not eligible for participation
in the City’s existing pre-1994 CRA due to the timing of annexation. The
developer has indicated an intent to request a post-1994 CRA with terms of 15
years at 75% abatement. Any new CRA agreement will require review and
approval by City Council.
Project Overview
The City of Findlay has not received formal site plan submission though it is expected
soon.

. The area between the creek and the Brookstone development is planned to be
maintained as greenspace/park space.
. High Amenities, high end finish, “lifestyle” housing. Multiple pools, ponds, courts,
etc.
Rent Projections are an average of ~$1400-2000
Project Phasing and Timeline
. 6 Year Build Out
. Phase 1* ~$44.5MM: 222 units (~11 Studio, ~87 1 bed/1 bath, ~116 2 bed/2
bath, ~8 3 bed/3 bath) Target construction timeline October 2026-October 2028
. Phase 2 ~$50MM: 258 units (Unit Mix is TBD based upon demand) Target
construction timeline October 2029-October 2031
* The applicant will submit plans to the City Planning Commission for approval of Phase
1 only. Phase 2 will be submitted at a later date in the future.
Though this level of housing may not appear to directly support affordable housing
needs, studies show that for every 100 market rate units built, 70 vacancies in lower-
cost housing are created. Additionally, many young professionals and retirees alike are
looking for high quality amenitized housing, and higher density housing uses land and
infrastructure more efficiently.
